Meet Our Executive Team

Rufus T. Manning, Govt & Special Markets Account Executive

Rufus Manning has 15 plus years working in the area of government contracts, acquisition and government account management. His experience includes acquisition procurement, IT project management, eBusiness solutions development and Business development for government contracts, plus service to his country as a senior leader in the United States Air Force.

Rufus earned his BA degree in Business Management from Gettysburg College and a Masters in Business Management and Administration from Webster University, St Louis Missouri. He is also a certified acquisition manager, Government Program Manager and Certified Project Management Professional (PMP).

Early in his government career while serving in the Air Force, he managed and maintained one of the largest computer server farms in his parent organization as an acquisition-logistics and inventory specialist. Though starting out in the old mainframe business, his organizations were pioneers of desk top and small computer hardware and software implementation initiatives.

His later assignments and jobs led to more senior level acquisition projects to include exposure to wholesale level acquisition and vendor management plus retail systems development on a national and international department level. Government contracts and training included industrial education with industry with NASA's next generation propulsion (fuel tank) development project.

Rufus was later selected to lead the Air Force's retail computer systems modernization effort in Montgomery, Alabama. As Senior Project Manager, tough decisions were made once listening to the user community of the proposed new system. Senior leaders were briefed and persuaded to use a more incremental development approach for systems development while being able to hold on to the valuable development funding with minor adjustments to the System Development Life Cycle.

After completing that job, he moved on to a broader eBusiness Solutions position with Headquarters Defense Logistics Agency, Ft Belvoir, VA. He now was in charge of developing eBusiness software solutions for a broader federal agency audience. These were literally software development contracts valued in excess of $100-200 million each.

Transitioning from Federal employment to civilian employment, Rufus then went on to work for General Dynamics as a Program Analyst and Business Development/Account Manager. His responsibilities included uncovering and tracking federal business opportunities. He prepared winning proposals and was the project manager for a variety of medium to large projects.

Rufus currently resides in Raleigh, NC with his wife. They have two children. He is an active member of the local NCPMI Chapter, plus a mentor in his church family and local community.
